[14 AP = 1 DPS, so 1 AP = ~0.07 DPS].
So, if 0.025% of your DPS > 0.07 1 agi is better than 2 AP.
We get the following equation for the minimum DPS required:
[X * 0.025 = 0.07]. Now, reversing that to find out what X is:
[0.07 / 0.025 = 2.8].
[X = 2.8]. Meaning that if your DPS is higher than 2.8 (and I believe that the lowest DPS I've had while playing as a level 1 char never came under 3) 1 agi > 2 AP.
What I gather from this is that 1 agi is
always better than 2 AP. Although I could've missunderstood the whole thing, and this isn't the correct way of calculating it at all.
We could do a double check though.
Savagery: +70 AP.
[70 / 14 = 5] Adds 5 DPS.
Major Agility: +35 agi. 35 agi = 35 AP + 0.875% crit chance.
[35 / 14 = 2.5] Adds 2.5 DPS. Say your average DPS is 500 (quite low, but assume that). 0.875% chance to crit will higher your overall DPS with 0.875%.
[500 * 0.00875 = 4.375] Meaning it highers your DPS with ~4.4.
[2.5 + 4.4 = 6.9] Meaning +35 agi highers your DPS with ~7.
I get it to Major Agility > Savagery with 2 points of DPS as margin (in this case).

Edit: He could also have meant that it's 0.025 of the DPS your agi gives you. Still, if my calculations are right, you'd only need
[2.8 * 14 = 39.2] +40 AP and after that 1 agi > 2 AP.
