In the beginning it does make more sense to use a sheild or a two handed weapon as there is more damage bennifit or defense bennifit at the lower levels. However at higher levels, beginning in the 20's even, it's better to duel wield if you want to focus on dealing damage. For example at around level 30 you can usually get a good two handed weapon that will do around 27-29 dps. However you can get a main handed weapon that can do 23-24 for a fairly cheap price. If you combine this with an off-hand that does 20-21 dps then your total damage is 33-35 dps, thus you gain 6-8 dps by duel wielding. However, you do take a disadvantage of having a higher miss rate which kind of balances this out. So from what I've been able to find so far there isn't a *huge* difference between doing a two handed weapon or doing duel wields if you are going for damage, it's just a matter of preference.
However if you are going to be a tank in a large party then it's probably best to go for a good main hand weapon with a strong shield in your off hand. This will limit the damage done to you and let you hold the mobs off of the casters in your party who can inflict the real damage on lots of them.
