If they were phasing out Xbox Live and making a new separate system called "Xbox One Live" and the two accounts were separate, it'd be an issue of Old vs New. Right now the points you have be it old MS Points or new dollar value in your wallet, doesn't make a difference, it's all on Xbox Live. The money would have to be spent on Live, it wouldn't be going anywhere. Instead they decide that regardless of whether or not you pick up an Xbox One or stick with your 360, your previous Xbox Live account balance will reset to zero after that one year, regardless if you spent money on those points previously or not. They aren't forcing you to choose one generation or the next...

I think it was just a convenient time for them to change from a point to dollar system. XBox Live could have easily used Points and Dollars for the distant future, points were just viewed negatively by the user base as a whole, mainly due to the 800 points = 10 dollars thing.
