I think you'd be wise to think critically about a few things.
1. As it stands, you are taking 7 skills up to 100, and not leveling anything else. So you will have an arbitrary level cap of 49. This will be lower if you start with a race that has bonuses to this skill, probably reducing your cap to 48.
The amount of experience required per level is (level * 25) + 75. So level 1 takes 100 experience, level 2 takes 125, level 3 takes 150, etc.
The amount of experience gained is the skill level acquired. So getting One-handed 20 is 20 experience, Heavy Armor 50 is 50 experience, etc.
Assuming you are starting at 15 in those skills, just because it is easier, it's 4930*7=34510 experience. Level 49 requires 34300 experience.
So you'll have 48 perks to use.
Your build didn't work for me, so I have no clue what you actually intend to take. But just smithing, enchanting, and alchemy will take you to level 22. 23 if you intend to wear light armor. That leaves only 25 perks. You'd probably want 8-9 in Light Armor, to get the stam regen and then the chance for damage avoidance (more important for you without a shield). Add in 1 to account for the increase in smithing needs so you can use dragon armor.
Not gonna touch Heavy Armor, since I don't know what you'd want from it. Could be fewer points, could be more.
You are looking at as many as 13 in Two-handed. One Handed (assuming you intend to DW) would be at least 15.
Meaning, you can't get everything with a level cap of 49.
Honestly, I would just focus perks in the Light Armor and either One- or Two-handed trees. But use Heavy Armor while you are getting your smithing up, to raise your level (since you won't be crafting light armor until you get dragon). DW (with no weapon specializations), light armor, and the important smithing/alchemy/enchanting perks will bring you to level 45.
Then you can either place your last 3 points in a weapon spec or in increasing weapon enchant effectiveness or in making poisons better.
You will, of course, need to get two-handed to 100 perk-free, though.
