OK it is monday 09:05 GMT and the servers are down. I cant find any info on why. Anyone know what is going on?

looks like all soe is down Eq 1 and EQ 2 same with eq sites something major wrong

Agreed. 07:20 CST. Main site is down. Get a 'Under Maintenance' page for the forums. No game notes available.

I keep getting a 403 error:

Forbidden

You don't have permission to access / on this server.

Additionally, a 403 Forbidden error was encountered while trying to use an ErrorDocument to handle the request.
