Where is the first NPC to goto to learn the craft and where can I get a kit from?
I am assuming you did not originally make the character a DE in which case you will need to go to the professions trainer outside the Starport at Mos Eisley and respec to a Droid Engineer.
If your looking at the site for information on anything, remember this site hasn't been fully changed since CU and NGE patches. You have to create a character and choose Trader:Engineering as your profession. Though it is a heck of alot easier to level as a structures trader, and switch to engineering when you hit 90.
The old way of doing things with trainers is gone though (with the exception of space).
