I have seen many references to a double or second row for the action toolbar.
first row being numbers 00-11
second row being 12-23
How do you expand the toolbar to show 2 rows?
I went over with the mouse every inch of the toolbar and I can only move it, not expand it. Right-clicking it only gives 'Lock Window' option.

Yep it is under the Option >> Interface menu, the first check box, Expand Toolbar to a Second Row.
