The Need for Speed series did this, the best one of the series being NFS: Most Wanted - start off with a choice of Euro POS, American POS or Japanese POS, then get upgrades and/or new cars.
All the cars are branded, so you've got the real names - Fiat, Pontiac, Mitsubishi, Porsche, etc. You also get semi-realistic damage through flat tyres but that's the limited extent of it.
For more realistic damage, you've got to look at the (TOCA) Race Driver series, though that's racing cars and race circuits.

No worries there. There are a few console-only games but AFAIK none fit the other criteria you have either. Gran Turismo 5 on the PS3 (not the prologue taster version) might cover most of the criteria but it won't have any street racing as far as I know.
