No, no it's not. If it was, Frost wouldn't have such terrible AoE. An easy fix would be to buff the damage of Blizzard. An even better fix would be to either make it movable, like Mind Sear, or make it non-channeled and cost less mana, like Earthquake. Blizzard is completely broken right now (in the bad way), and it really needs to be fixed.
Any Arcane mage that uses Blizzard for their AoE is doing it wrong. I don't even play Arcane, and I can tell you that you'll do tons better AoE damage if you get 4 stacks of AB first, and then spam Arcane Explosion.
