What I think needs to happen is to remove gear all together from competative PvP. Set health and mana(or energy) based on level and class. Let player skill determine outcomes. I guess Blizzard would have to come up with new rewards for those compete. Make more vanity items. The point is this: instead of half-heartedly supporting two games as one, treat each aspect as a separate game. Let PvE and PvP have thier own rules and goals. The current mess is fustrating to those who care for one and not the other and confusing for those of us who try to do both.

Couldn't agree more. I'm probably biased since I play a frost mage in PvE, but I'm tired of being gimped and not having my issues fixed because it would cause balance problems in PvP.

I think a major part of the whole problem is that the only non epic pieces 333+ are the PVP set. Where is a new 85 to go for gear? you can run the 85 instances and have a bad RNG run and not get anything really fitting your spec for a very long time, and end up using low level greens. Yes there are a few things you can quest for, and you should. There are also a few you can buy that are BOE on the AH. Depending on your server, and its economy, that may or may not really be a possibility. I dont see an issue with a couple of PVP pieces of gear instead of a really low iLevel green. Not an entire PVP set, of course, but a piece or two shouldnt be an issue IMHO.
I remember Lore from Tankspot stating that his BIS 2H ret weapon was from PVP until deep into heroic T11, and so that is what he got and used. A ret pali is neither a tank or a healer, so this may not be a perfect example, but it is valid.

Easier to point at the black guy guy wearing PvP items for everything that goes wrong rather than admitting that you fail as a society group.

Seriously...

All that I do know is that it’s a huge problem for me right now. I can not, as a new, but reasonably geared tank/healer, carry a group that has the other roll (Healer/Tank) filled by someone who shouldn’t be there.

I've spent a number of hours this weekend gearing up my newly 85 hunter (dinged 85 on 9/1, ilvl 352 now).

When I just barely cleared the ilvl requirements for regular heroics, I was topping DPS meters in the majority* of runs. I'm talking doing 40+% of the damage in a group while being geared in mostly unenchanted questing gear running with people who were mostly geared through ilvl 359 for the most part, and who were not wearing PVP gear (I typically start looking at gear when I see 5-6k DPS from a DD on single target stuff).

Keep in mind, I wasn't doing some magical level of DPS. 10-12k on a boss fight was often enough to crush meters.

Ironically, people who had some PVP gear on seemed to do OK on performance for the most part.

I guess my point is I think you're blaming PVP gear when the real problem is player skill. And sadly, that's a much harder problem to solve than just preventing PVP gear from being worn in instances.

*Majority is the operative word. Every now and then I'd get a good player who had gear, and then he or she would double my DPS. I was only sad at how seldom this happened.
