Can't really agree here. Flying certainly helps in Outland, but it's not a significant factor.
It's the questing that's a whole lot different. In Outland you "unlock" a quest hub, fill your log with like half a dozen quests, then go out and get them done. That usually happens in the same area, most of the time involving killing the same mobs for more than one quest at a time. The Pools of Aggronar or whatever it's called is a perfect example for that.
About the only area in Northrend where it's somewhat similar is Coldarra. Almost everything else is just spread out, and you're lucky if you can do 2 quests at a time. You're getting a little of that back once you get to Storm Peaks and Icecrown, but the time in between Coldarra and that is just a drag...
The reworked Azeroth, including the Cataclysm areas are taking that even a step further, with everything being 100% linear. They even added a whole lot of phasing to it, making sure that you can't possibly take any other route. As much as I appreciate the removal of some of the grind, I think they've taken things a bit too far.
Blade's Edge is where a flying mount in Outland could make a huge difference, but it hardly ever does - simply because the majority of people hit 68 before they even get to that zone.
You DO get a significant advantage in Outland if you know your way around, know which quests are linked, or when questlines may intersect. It's just not the case in Northrend or Azeroth.
And let's not forget the most obvious difference: You get to leave Outland at 68, while you're stuck in Northrend until 80.
