...and why does she want to exchange my crafting tool?

So I'm tooling around the docks area in Isle of Mara and I come across this NPC standing near the brokers (OK technically they're "fences" but I was being nice!). Anyway, I click on her and she offers to exchange my "old" crafting tool (Ventur's Precision Needle - plus 10 to tailoring), which she says looks a little worn, for a new one. I haven't changed professions so what's up with her?

When Fallen Dynasty came out you could run a series of tradeskill/gather quests for the families in Shin Village that would result in a class-specific tradeskill tool that upped your success chances in your chosen tradeskill. Mine as a weaponsmith was Ventur's Hammer & Tongs. If you've changed tradeskill professions, Rai will swap your old tool for your new class appropriate one.
