We periodically get this question... so often in fact that I sometimes think about saving my answer out to a text file so I can save myself the time it takes to type it out each time!
The bad news is that EQ2 (like most games designed for PC) is way too complex to lend itself to play on a standard console style (twitch) controller. Remember that both the games you mentioned were designed for console play and in the case of FFXI, the game was later modified to run on a PC.
However, the good news is that in spite of this complexity, you do have options that will keep you from staring at a keyboard while you play.
For many years now, I have been playing MMOs (EQ, EQ2 & LoTRO for example) using a "left hand controller" mfg by Belkin and called the "Nostromo N52 speed pad".

HERE This device has 14 user programable keys, a mouse wheel, an 8 position directional pad, a single "fire" style thumb button and a bank selector that will let you set up and choose from three complete sets of controls per game.
The device is programmed to 'sense' the .exe file you are running and will auto load the correct (user designated) profile for any game you boot up.
For EQ2, I have mine set up with different banks tailored to different characters. (For example, my ranger uses a completely different setup than my warden does). In addition, the forth and final bank is set up for crafting.
The device was initially designed to work with first person shooters however I find the design was easily adapted to MMOs as well. You use the device with your left hand leaving your right hand free to work the mouse. The system is so flexible that you will rarely need to go to the keyboard unless you want to chat! The N52 comes with its own software and connects to your computer through a USB cable. It even lights up!
