As a new player myself (ok a month or so) trust me you don't want to waste your money on buying a lot of spell upgrades. The 1-3 or so extra damage isn't really worth it financially when at the start you have so many other things to buy. Spell upgrades seem to be a fairly common drop so hope you get better ones that way or atleast sell ones you can't use for some decent coin.

Higher levels I have no idea my highest guy is 24 or so (mage)

Depends on the server one plays on. On PvE.. its ok to ride App IV's and Adept I's until around T5. On PvP, you want to be in Adept III's (minimum) right out of the chute especially if you plan on being able to compete in a fight. Harvest like crazy each time you ding a new tier so that you have the rares available to upgrade all your spells/abilities and it won't be an issue ever. I have a Jeweler, Alchemist and Sage so none of my toons have ever had to buy a single spell off the broker with the exception of my Masters.
