lowering mob resistance?Follow

Hi,

Cold Whorl and upgrades lower mob resistance to elemental spells. But, they're dot, so they're not so great for casting on rooted mobs. Is there any other way to lower npc resistance? I'm trying to get creative here, so any explanation/knowledge about how resistance actually works and what might affect it would be helpful. E.g., I'm assuming a higher disruption skill is harder to resist? Anything else?
