well, there are two kinds. the cheapy (well, freebie) is from quests in Desert of Flames, but you have to be at least level 47 to start it. the other kind is rather expensive, and requires being in a level 30+ guild, so not too sure you want that one.

Also you can get faction with Order of Flame at the Temple of Thunder in Lavastorm. The merchant to left of temple sells the new lavacarpet it speed is 55% and only costs like 3plat. Very good bargain.

Oops, sorry, its 6 plat, but still a great bargain, the guys name is Spark, he is the Order of Flame Quartermaster.

You also have to be close to level 80 for the LS carpet. Another option available at around 70 is going to the Moor's and doing the quest for the "Bogstrutters" walking stick, it's a 35% run speed buff. Not exactly mount speed but it does work in indoor zones.

you can also get one as a reward from a long chain of quests in Sinkin Sands

You do have to do a questline to get one specific location update, involving high 70 level mobs. I believe the Fae might be able to float down to the Crown location, or a featherfall potion might work, but I'm not sure if that works.

That would be the one Qwash mentioned;

It's a fairly easy quest chain if you're high enough level to BE in Sinking Sands then you can probably solo all but the final step. The last step will take a group.

That I doubt to be quite honest. There's that single npc in Maj'Dul that needs to be taken out along the way, can't remember his name, he one shotted me even with him being grey to me at the time. 12000 damage in one blow is too much, heck even now I couldn't take that much damage.

Not sure if that's been changed though, it really has been a while ago.

The questline for that carpet is done very rapidly with a decent group though, I've heard calls for such groups only recently so it's still done too.

He hits hard, but not as hard as the chap flying around on the carpet that will join in if he spots you fighting! That can easily wipe a group (yep, got the T shirt)

The final step, you will be looking for a full group, even if he is grey. The guy is tough.

On another note, a good speed buff is the earring reward from the crafter epic quest. It might take less time to save up for a horse though, rather than levelling up a crafter into the high 70's then doing an 'epic' quest. Failing that, find a nice healer to cast Spirit of the Wolf on you to give a speed boost for a short time.

Edit: Better still, if you have Shadow Odyssey expansion, /claim your Bear Whistle which will summon a Ykeshan bear than can be ridden once you hit level 20. It's speed increases as your level does.

There's also always the spirit of the wolf potions that drop occasionally, not sure how rare those drops are. Speed potions are bound to be sold too.

As for that carpet chap, the Sha'ir are indeed lethal, I've seen some groups hunting them but not all that many, I doubt the rewards are worth the risk.

Killing one kicks off a ring event where more attack you, eventually culminating in the spawning of a named guy who can drop a decent chest from what I understand. Still probably not worth the effort, but it's still neat.
