2 room housing on gorowynFollow

anyone kow where the upper teneaments are located in gorowyn.. i can find the door to buy the upper level housing .. but when attempting to enter it goes to a one room house... maybe just a bug.. but wondered if im looking in the wrong area.. it does say upper tenements when you click access. and lower tnements on all the rest.
