I'm gonna create a scout and i really like the ratonga, but i notice his strength is only 10 compared to the ogres 30, which i also like, will it make all that difference? will the ogre kill quicker because of his high strength.
I'm new to EQ so i don't know how the stat system works.

The ogre will hit harder to start out, yes. But that's just to start out. Racial differences in beginning stats are quickly balanced out by gear. You really wouldn't even notice the difference after a few levels and it certainly isn't significant enough to impact your race choice. Pick what you like and what you'll be fine with looking at for 80 levels - the stats will work themselves out.
