I'm a bit obsessive about doing all the quests in a zone. I recently started a Qeynos character, since bank slots can now be shared between cities. This character seems to have less opportunity to do starting zone quests than Freeport characters. My Freeport character did Freeport, Darklight, Timorous and Faydark areas. I never had problems with guards in Faydark even though it was supposed to be hostile. I got all quests in those areas. My Quenos character was killed on sight by guards in Commonlands and Darklight. I haven't tried Timorous but I suspect it will be the same. So that leaves Faydark. As far as I know, Faydark is totally isolated and you have to hack your way through Butcherblock in order to access it. Correct me if I'm wrong. So it seems that Quenos has much fewer starting quest area options.

Timorous is supposed to be neutral (evil-ish neutral), bt I've never tried to run a Goody through there.

Not only is Timorous Deep a fine place to quest with a low level Q, it is probably the best place. The quests there are super easy and the rewards are amazing. I love to level my toons in TD just for that reason. Just make sure when you take the griffon there from Butcherblock you run to the right as soon as you land otherwise you get carnage flagged and that is no fun. And you don't have to hack your way through through Butcherblock to get to Faydark. Just die and respawn near Faydark.
