I'm on a PVE server. I can do a who all for 60-80 vs a who all for 1-20 and you end up in a comparison with about 90% (higher lvls) to 10% (lower lvls). So actually the answer is no, it's not really a good time to start playing, you're about 2 years too late in all honesty. It actually feels worse than EQ1 which is strange as EQ1 has been around for so much longer. My wife feels the same way, she gets on with a lower lvl templar and two years ago that character got tells asking her to join groups before she was even lfg, 90% of the time she had a group in about 20 minutes, now she goes lfg and she's lucky if she doesn't go 4 hours before finding a group. She's essentially decided that all there is left for her to do is solo. If you want to start be sure to pick a character that can solo very well as you will likely be doing that much of your time before lvl 50.
