I don't do PvP but you can find full details concerning all the rulesets on the official forums.

EACH ZONE HAS A PVP "ZONE", A SET ANOUNT OF LEVELS YOU CAN PVP BETWEEN. IF SOMEONE IS GROUPED WITH SOMEONE OF A LOWER LEVEL AND YOU ATTACK THE LOWER LVL GUY THE HIGHER LVL GUY CAN ATTACK YOU.

AS FOR THE "ROB," PREDATORS GET A "BOUNTY" WHICH YOU GET THROUGH YOUR PREDATOR AA LINE. I BELIEVE OTHER SCOUTS GET SOMETHING LIKE THAT TOO.

i have searched forums for rules on Nagafen and have found nothing, Can u please be more specific about where i can find them. I don't understand why i can't engage some players and so they always end up getting to first attack.

Most commonly, this is because the person you are engaging is outside the level range for the zone you are in. For example, the Common Lands is a 4 level range so if you are level 20 you would not be able to engage somebody who is level 15 or lower.

Now, the flip side is that you can always attack somebody who is higher in level to you. This is something I'm not crazy about because it encourages low level fame/title whores to run around in massive groups and overwhelm high level players with mere numbers/lag. I personally think the pvp range should work both ways.

The other reason you may not be able to engage a target is because they are the same faction as you. If their name appears in light blue or purple they are not an enemy and you can not engage them unless you are an Exile. Exiles can attack anyone, even each other. The draw back, is that anyone can attack Exiles as well, regardless of PvP level restrictions.

Finally, the people you are attempting to engage may still be in immunity as a result of evacing, rez'n or zoning in. When somebody evacs or rez's they have immunity until they break it by running outside of the rez area. When somebody zones in they will have immunity for approximately 30 seconds. Watch their immunity bar closely, cause if its an enemy you can bet your bottom dollar they already have you targeted and are already prepared to unload on you. ;)
