i have a brigand on a pve i made when my friends and i first made our accounts. quickly after we went to pvp and have been for months on the qeynos side, but id like to have a brigand on a pvp but am very burned out on starting new characters so i figured i could try to bring my 29 brigand to the server and not want to shoot myself in the face or stop playing.
You're out of luck, I think. There is a character transfer service, but I don't think they allow transfers between rulesets (PVE, PVP and Exchange) to prevent items which exist under certain rulesets but not on others from being transferred and also to prevent folks leveling up characters for PVP in safety on PVE then transferring and unbalancing the PVP environment, etc. Even if they did allow cross-ruleset transfers, the transfer services costs something like $50 per character - not really worth it for a L29 toon.
Stus got it right. Plus, it doesnt take long to get to lvl 29. Maybe 2 days, 3 max? Not worth spending $50 even if you could, but that's my humble opinion
It's not worth the money to be honest, like DSD says, you should be able to get a new character at that level in a short time. Even if you don't play all that much, you can get that level in about a week or two.

Once in a (rare) while, SOE will offer a free transfer weekend. I moved most of my toons from US server to EU servers in the last one.
As others have said, it is very expensive if you have to pay for it, and is definately not worth it for a low level character

Even if he got in on a free transfer event, I still don't think they'd let him transfer cross-ruleset.

Nope, you cannot transfer between rulesets.
