If I'm aligned to Qeynos and I go to Gorowyn will I be attacked by the NPC guards? I suspect I will but I would like to be sure. Anyone?

Boy, I just don't know. I know they aren't fond of Sarnak, but it's supposed to be a "neutral" city.

I've been told you can quest there as a good player, so I would assume the guards don't attack you.

Mhmm...guards will not attack...but they are at -15,000 faction so dont expect to do much in the city :P
