I'm not sure to where my armor quest is, a dark elf wizard in Neriak, at level 26, and I'm wondering where I should look to get my armor quest, than

I'm pretty sure you'd have to go to Freeport for the AQs, I don't think they put any in the new cities.

Kirsteh the Witch in East Freeport is the evil cloth AQ quest giver. Ask any guard in EFP and they'll direct you to her.
