Armor Molds: Quartermaster Lewyn in QHFollow

What does this NPC want?

Quartermaster Lewyn is a City Quartermast who asks you if you have any 'armor molds to turn in. She is located in the Coldwind Crier building.

Does this refer to the pieces of armor without stats that are standard drops?
If not, what does one do with these pieces of armor/no stats.... and why do people buy them on the AH?

There must be some use for those blank armor drops.
