I'm playing with a friend, I'm a zerk and he's an assassin, and I want to betray to Qeynos (from Freeport) but he doesn't so that he can keep his assassinness. My question is at around what level do the quest areas converge for FP and Qey so that I can have the other citizenship but still quest with him?
Technically, you could group together anywhere outside of town. So if you can get to Commonlands or he can get to Antonica you can group as early as T2.
Practically speaking though you're more likely to survive the trip at T3 so you could be grouping in T-Steppes or Nek Forest. (I think Butcherblock in Faydwer is also T3)
For T4 and beyond it's cake!

Be warned: I betrayed a character on a PvP server, and it was nigh impossible to gain faction with any city. Either side(Good or Evil) can and will kill you.
I was so fusterated I almost gave up the char. Even now, though, I am suffering from my pvp death ratio.

Well, if you have the RoK expansion, including every single one previous to that one, you can use the spires in Antonica to go up to the Kingdom of Sky area (completely mob free, no danger of adds there) and use the portal to port back down to the Commonlands.
So you do not have to cross Thundering Steppes nor Nektulos Forest (wich is the most dangerous part imo) to meet up.
However, naturally at a lower lvl you do not have any quests that you can do together. Not before Nektulos Forest or Thundering Steppes. So it would be about lvl 18 or so before you will find you can do the same quests. Even then you will get different quests to do at times.
