Is there a lvl 80 provi recipe book? If so, where can I find it?

Nope. Since each new Tier starts at the x0 book and ends at the x9 book, we've got no 80's.

There were 70 items before the Expansion. It seems odd that there wouldn't be level 80 craftables now.
Hrm. I have not seen any scrolls or books for Sage 80 though yet myself.

There are never any books for the cap level. The level 80 spells are in the 70 book (and the 70 spells were in the 69 book when 70 was the cap). X0 is always the beginning of a Tier, and there's no Tier 9 to start, therefore no level 80 book.
