Subjugation skill bugedFollow

Hello everyone! Ive been experiencing some strange problems with my new wizard.
My Subjugation skill is for some reason stuck at 50. I am level 15 now so i should be able to get it to 75. And yes, i am using arcane bindings on every mob i encounter. any helpful information is apreciated.
