i can drag items from my inventory to the command line in a tell to link to someone.
but if item is not in my inventory, it won't let me.
i click "examine" then when i try to click on item in the box, it won't let me.
any help would be greatly appreciated.

I've been told that it will only go into the first, original chat window. If, like me, you closed or deleted that window at some point, it doesn't work.

I haven't found a way yet. I keep meaning to figure out which part of my UI is the chat window, delete that file, and copy the unmodified default over from a new toon and seeing if that fixes it. Any of you modders know that file off the top of your head?

That's weird because I've closed mine plenty of times and it still lets me link items. I think you can also shift + click and item to link it (or maybe it was alt + click, something like that).
