where do i find these items? are they rare items and don't need to be made?
if not, how do i make them?
good example is raw sparkling material. i cannot find it to save my life.
not in any recipe books either.

All the raw components you need to craft in EQ2 are harvested. Try this guide: A Harvester's Guide.
Fuels and a few odd items will all be sold in or near your crafting area.
If you haven't done them yet, the revamped Tradeskill Tutorials Quest Series gives very good information on crafting.
