Is there some where you can go to compare costs of diffrent houses from one zone to the next?
I'm not sure if I've seen them /all/ laid out somewhere, but IGN (Vault) has a decent Freeport Housing Guide and Qeynos Housing Guide complete with costs and screenshots that should get you started.
I'll keep my eye out for something similar for the newer housing (GFay, Neriak and TD), but I'm not sure if it's been put together yet.

can alts share housing on the same server?
as long as they are of the same faction, or if you have a house in a neutral area such as Maj Dul. Have one person be the "owner" but you can make your alts trustees to the house
