Are mounts race specific (ie can one get a kunark mount as a human?). I'm pretty low level and even a few platinum is out of reach. Is it worth it to get the cheapest horse (24% speed increase) or save up for a better mount, or upgrade as one can? I have a dirge and necro. I think the dirge runs pretty fast anyway and don't know if it's worth it to get a low level horse.
Everyone can get any mount, only restrictions that count are the good/evil and guild lvl. (meaning that a good guy can't get the Nightmare for instance)
Questing will get you a carpet actually, not the easiest of quests though but it is a 40% increase, in Maj'Dul at around 50.
At low lvl, just don't bother really, save the money for spells and armour.

Here's the first step in the Carpet quest series.
It's especially the third part that is very hard imo, the mob you need to kill inside Maj'Dul has a damage spell that has hit my little Monk for over 12000 damage. Takes a good group to take him down at that lvl.
The reward is great though, a free carpet, I still use it myself.

I didn't get my carpet done till lvl 62ish. I soloed the first 2 parts and I formed a pick up group to finish the last 2 parts.
Until that point I didn't even mess with a mount though, although as a fairy I get a 5% increase and I had the 10% from j-boots.
Id save your money. You will need it for gear and spells when you get higher.
