unsure why they did it but now pvp gives exp even when deactivated. this is causing a lot of people to leave. any thoughts\feelings on this one?

Easy. The game wasn't meant to be played at a permanent level 20. They actually took feedback on this at Fan Faire, how to get rid of the perma-20 gankers without necessarily forcing people who wanted to level lock for real game reasons (like quests and aa) to level.

i understand completely on the perma-20s but there are other alternatives to this problem. why not lock the # of pvp kills for each level? therefore forcing a person to level after so many kills by questing and what not. not all people who disable exp are doing it to become a perma level. most are gaining faction and fame and are still gaining exp and aa by questing and killing named creatures. another thing they could have done was to only have the player who started the fight earn exp. i guess this is a case of the few ruin it for the many.

I can't speak for the devs. I can say there were a lot of suggestions and a LOT of discussion on it at one of the Fan Faire panels. Players were quite passionate about the issue.

I personally dislike the perma-lockers. However what I don't understand is why are they going to allow xp locking if they don't want the perm-lockers? Also it takes a whole lot of faction to buy Qeynos faction items. I wonder if its possible to reach the amount of faction needed to get the pvp items before they become obsolete due to a players lvl? It seems like with this nerf they also need to change a few other things right along with it.

They did this to minimize the rampant griefing of new players in the starter zones. And, its been quite effective. The only people who actually quit were those who no longer were able to farm newbies like harvesting nodes. The rest of us who have alts in T2-3 have been having a ball since GU 41. PvP is now no longer a backwards CSI case while staring at a Revive screen every 3 minutes.
