If I betray an evil city is there any way to raise faction with kelethin or qeynos?

Yes, though I don't have specifics for Kelethin. To gain faction with Qeynos you need to do tasks for Gil McMartin in the Commonlands. Kelethin...you probably have to do some tree-hugging hippy crap for some flower-sniffer in GFay.
