I've been reading up on EQ2 over the past few weeks, and I had a quick question or two regarding characters.

Do Evil characters have a more difficult time leveling up than Good characters? It seems for example that EoF is entirely designed for Good characters, and evil characters would be KoS. Are any zones neutral at all, or have NPC's that don't care who does the work, as long as it gets done?

Can also people who are alligned with an evil city group and/or raid with people alligned from a good city?

Thanks

You can group with anyone in the game.

Being an evil class has no hinderance on how quickly you gain exp.

There are NPC's that will attack you but they are far, far away from the evil zones.

The main thing with good/evil alignment is not to try wandering through the opposing alignment's home towns too much. You may need to go there from time to time if persuing heritage quests, but both Qeynos & Freeport have sewer systems that you can use to avoid the guards and speak to the NPCs you need to. The guards won't like you if they see you, and tend to slap hard. Apart from that, all zones are open to all alignments and there are no restrictions on grouping.
