Pallys suck.
When the game was released, I started with a pally myself, mostly because I enjoyed playing one in EQ. I swiftly gave up, at about lvl 22, because of it being rather a slow soloer. At that time, things were a lot worse than now, I can guarantee you that. At least now you can beat the mobs of your own lvl or close to it, back then I had problems in Thundering Steppes mostly because the mobs there were almost all heroic or close to that. (they've seriously altered that, it would seem they are coming back on that decision, even if only a bit)
My Monk however has little problems, finished a couple of quests yesterday for which I had to kill Tuskers, Sabretooths and Cockatrices at about one or two levels below my own. With my heal, tsunami, crane and my devastating fists, I can pretty much continue fighting without much pause; I do occasionally harvest a node, which gives me a bit of a breather. Ofcourse, I do have a feign death when things go bad, that's a big back-up.
But in a whole, you are correct that due to the rather tough mobs and low xp yields, it can be slow to level. There are loads of quests though, xp definitely will come, at leas the advancement xp is still very good.
