I'd like to know how to make use of the various tradeskill enhancement materials like "glittering material" and "luminous material" etc. I am a Sage and am not seeing ways to use these materials to make better spells. Thanks.

That's because Sages don't have anything to imbue - imbues are restricted to equipment. However, in Tier 8 Sages got some new items called "Enchantments" which use the Smoldering Material.
