Just wondering if I can become a citizen of Kelethin from Exile (after a Freeport or Neriak Betrayal) or do I have to move to Qeynos first?
Does race matter? I had a Ratonga Assassin who betrayed Neriak. He could not complete the Fae Language quest in Kelethin while an Exile. Is that a bug in the quest or is there a good reason?

There should be no hindrance to you completing the fae language quest. Even full pure evil characters still aligned to an evil city can do that quest. What specifically is stopping you? As for betrayal, yes, you can betray to Kelethin from Freeport. Once you are in exil you can begin the quests to become aligned to any faction, even going back to the one you betrayed if you want to.

Two of the NPCs in the Fae Language quest are merchants. The bartender and provisioner will not speak to my Ratonga/Assassin and I get the message: "This merchant does not want your business".

Do you need to purchase something from them to advance the quest or do you just need to speak to them? Its been awhile since I've done it, but if the case is the latter you should be able to target them and hit "H" to hail them and start a dialogue.
Tried it with a new toon.... Gnome/Fury from Freeport. Still stuck at the same place. Hailing them gives no result at all. Note that they are not flagged for the quest either. The two I can speak to were flagged and responded to me immediately.

Quest must be busted...I know I was able to do it while still on Freeport faction on my 70 SK.
Have you checked the language broker in Neriak? He sells all the good aligned languages I believe, fae may be included.

I can confirm that the quest is busted. I have submitted a /bug report and hopefully that will get resolved soon.
My necro was able to do the Fae Language quest without any problems.

today or a while back? the quest seemed to have broken rather recently, most likely with this expansion.
