The handy button at the top of the screen allows you to wipe and respec points. Is there a penalty for doing so, or can one experiment with different trees?
You get a free one now and then. After that it costs cash. If you have the button, I'm pretty certain it's free (or already paid for)

There tends to be only one free respec available. However, I've gotten five additional ones by talking to the npc in South Qeynos Mage Tower where you have to go to, to pay for a respec.
The free ones don't last and it can get expensive to buy one, so best not to experiment all too much.

I'm sure I read something in the RoK notes that allows you to store an AA profile & swap between them. Does this mean you have unlimited free respecs now, or do you have to pay for each profile?
By the by, has anyone heard how the idea of having two different AA setups is implimented? Are we looking for a quest starter or performing a collection?
It's not in game yet.
