Question: Two weapon procsFollow

Ok this has probably been asked before, but I need clarification on this.

If I bought an imbued weapon, and then used something like a temper on it to add a second weapon effect, would they both work? Would one cancel out the other? Or is there some odd calculation that effects both their chances of triggering?
