Hey I was searching the internet trying to find an answer to a quest and I came upon a powerleveling service where you give the guy your password an he can level you from 1-70 in 22 days. Is this some sort of scam or what? Is it even possible to go from 1-70 in under a month? He offers different things like AAs, tradeskilling, etc. I doubt I would ever pay someone to have my fun for me but I would like to know if this is some sort of identity theft or credit card scam I should warn my friends about.

It's a scam. At the very least such services are against the terms of service and you will be banned from the game if you are caught using them. During the time the "service" has access to your account, they also now have access to all of the billing and personal info you maintain with SOE. Kill the link and don't even risk it.
From a gameplay standpoint, yes, with a dedicated powerleveling team working in shifts, you can do 1-70 very, very swiftly.

Yeah, I wouldn't give out my account deets to anyone I didn't know/completely trust.
