My main is a lvl 26 Necro and is tougher and more solo friendly than my lvl 26 Guardian alt. I'm not sure if I want to keep playing the Guardian in combat or just use him for crafting. I guess I could pick up tinkering with him, since the Necro has transmuting, but I'm not sure what tinkerers make.

The Guardian's crafting is level 21 armorer. Armorer makes sense if I play him as a combat alt. If I just go with the Necro, I'd want to switch the Guardian's crafting to Weaponsmith, to benefit the Necro. Since the Guardian is only level 21 and just recently declared a specialization, it would be a pain to start over just to declare as a weaponsmith. Is there a way to change within the same "family" of tradeskills that doesn't involve starting over?

When you respec you're taken to level 9 Artisan, right where you would declare your class. But you'd only have one Tier to redo, and Tier 2 goes fast :)

How do you go about respecing? The city starting areas don't have anyone that seems to do this.

I have a lvl 21 sage, and by accident started another toon as a sage, got to lvl 13, and said, what am I doing? went to the counsellor, did the thing...went back to the trainer and am still be asked to scribe....only now I can not succeed at anything I scribe. HELP! I want the 2nd toon to be a provisioner, so why is it being asked to scribe as a sage? ( the item being scribed is a lvl 5, my 2nd toon is already up to a lvl 13 (again) and yet can not succeed at a lvl 5 recipe???)

Something's not right here.

If you're going a quest, like the TS training quests, your scribing will suck because you're a craftsman.

Look at your Persona window (press P). What class does it say you are? If you respec'd and dinged before re-declaring your class, you will have gotten scholar automatically.
