Searching through Keletin looking for the city rgistrar but haven't had any luck locating. Anyone have a hint as to where he/she can be found?

I would of thought that the city registrar would of been located in the city. A suburb dweller, who would of thought.

I think he's there so Exiles can find him easy. They wouldn't be able to get far in the city.
