Is there a trick to laying the rose on the memorial? The only option I get is to destroy the item or cancel?

when you are at the right memorial, when you click on the memorial, you will get the option to place the rose. you don't place from your inventory, you place from the memorial inspect window.

Right click the memorial and you'll see the option.
