If you are asking about how many character slots you have, it's 7 slots for a standard account and 12 slots for a Station Access account. This is not expansion-dependent.
If you are asking about how many different character types are possible without expansions then the answer is 408 possible race/class combos (excluding the Fae for being expansion-required).

With a standard, EQ2-only account, yes. If you sign up for Station Access (more expensive monthly, but gives you accounts on just about all of the games that SOE publishes) you get 12.

If you want to get technical you can have seven (12 with Station Access) for each of:
EU Servers
Regular Servers
Test Server
EU Servers
Regular Servers
Test Server
