All your essentials books are sold by the Crafting Trainers (who had your Tier 1 books), but you cannot see them until you are in that Tier. So at level 10 you can then see Scholar essentials 10-19. At level 20 you'll be able to see Jeweler 20-29, if you choose that path.

Yes - you buy them from the Crafting Trainer near your tradeskill area. In Qeynos and Freeport the trainers are outside the village TS instances; in Kelethen there's one outside Jolanda's restaurant, and in Neriak there's one in the Down Under crafting area. They're the same NPCs that certified your class at level 10.
