How does a ranger reset their AAs and where can they go?

A ranger would head to the Mage tower in South Qeynos and speak to the Achievement Counselor there.

Go to the Mage's tower in SQ. I believe it is the teleporter to the right afer you enter. She will be just down the stair afer you teleport in.
