Freeport vs Quenos quest problemFollow

I'm a returning player who only played Quenos in the past. This time I'm only playing Freeport to see the difference. What is up with the quests in Freeport zones? I'm a level 11 Erudite who learns the language for every zone. I can't get any of the NPCs who are supposed to have quests to offer quests in any zone other than my own. I understand there is a line of race specific quests, but I'm talking about simple delivery crap. In Quenos, you could get virtually any quest if you learned the language. This is really starting to get irritating. Someone please set me straight as to what's up. Thanks.
