I've never betrayed. If i want to betray from qeynos to freeport, where do i start and what level do i have to be?

have to be level 10 to begin the betrayal quest. As for the starter NPC for Q to FP betrayal, he is next to the fence in Qeynos Harbor. to get there, head to the dock area of the harbor, and jump in the canal just before the dock area. Swim under the water and look for a hole in the wall, swim through the hole, up and out into a small area.
