I know there are mailboxes in the commonlands travel waystations. Can they be found in cities? If so, where?

Generally speaking they always really close to an Inn :)

Also, if you are on a PvP server, you'll only find mailboxes in your "home towns".
If on PvE, they will also be near every dock bell on the T3 and higher zones (Nek, Thundering Steppes, Enchanted Lands, Lavastorm, Etc.)
